PLANNING–Strategic communication planning and accountability
Session Description
Most strategic planning sessions focus on the finished product. This session focuses on the process. Learn how Chesapeake Public Schools designed and facilitated a high-participation strategic planning workshop with 75 internal and external stakeholders, then moved the group from agreeing on strategies to shared ownership. We will walk you through the workshop sequence, including stakeholder setup, table protocols, event design, consensus-building activities, and decision rules that kept the process engaging and productive. Participants will leave with a replicable workshop blueprint, facilitation plan, and tools that help communicators lead planning sessions that produce real alignment and buy-in, not just input.

Fallon Graham is an education leader, strategic planner, and award-winning researcher who helps schools and communities turn bold visions into meaningful action. As the Director of Planning, Policy & Research for one of Virginia's largest school divisions, she leads initiatives in strategic planning, policy development, legislative advocacy, and program evaluation, always with one goal in mind: ensuring every student has the opportunity to thrive.
Her career has spanned from the classroom to the central office, allowing her to develop practical insights and actionable strategies that anyone can confidently apply. Fallon earned a doctorate in Educational Leadership and Policy Studies from Virginia Tech and has gained national recognition, including the Phi Kappa Phi Love of Learning Award, the Glen Earthman Fellowship, and the Virginia Educational Research Association's Distinguished Paper award for her research and leadership in educational planning.
When not at work, Fallon is a wife, a mother of two amazing kids, and two lovable dogs, one of whom she and her husband adopted last year at the Washington D.C. NSPRA puppy pawlooza! Dr. Tee Bunch-Boney is the Supervisor of Planning, Policy, and Research for Chesapeake Public Schools. With an Ed.D. in Advanced Educational Leadership and over 20 years of experience, she is a passionate advocate for inclusive education and lifelong learning. Her background includes serving as an Assistant Principal overseeing special education programs, where she honed her leadership, policy development, and strategic planning skills.
In her current role, Dr. Bunch-Boney leads educational initiatives, conducts data-driven research, and provides policy guidance to enhance educational practices. She is dedicated to creating supportive and inclusive environments for all students and conducts program evaluations for new initiatives to ensure their effectiveness.

Dr. Maranda Bell is the Coordinator of Planning, Policy & Research for Chesapeake Public Schools, where she specializes in grant management, research, and technical writing. Her previous roles within the field of education include English and AVID teacher, specialty program administrator, and adjunct professor. With an extensive background spanning elementary school through college education, Dr. Bell brings a unique and comprehensive perspective to her work. She has worked in diverse communities, ranging from urban districts in Oakland, California, to military-connected communities in Virginia Beach, Virginia.
